We assess factors of institutional vulnerability and resilience in the face of democratic erosion and technological change, drawing on available evidence, comparative analysis and context-sensitive evaluation.
We develop scenarios and analyse emerging risks to strengthen anticipatory capacity, institutional learning and decision-making under conditions of uncertainty.
