Resilience and Innovation: Two Interdependent Challenges

Contemporary democracies face a dual challenge: strengthening institutions against democratic erosion, polarisation and disinformation, while governing major technological and socio-economic transformations, including artificial intelligence, automation and the energy transition. These are not separate agendas. The way these changes are designed and regulated can either reinforce or undermine rights, accountability and inclusion.

Our starting point

The concentration of power, the weakening of checks and balances, and disinformation can gradually erode political competition, civil liberties and accountability. Strengthening democracy requires anticipating risks, preserving institutional capacity and learning from crises.

2. Innovation governance

Artificial intelligence, automation, digital platforms and the energy transition can redistribute capabilities, resources and power. Their effects are not predetermined: they depend on the rules, institutions and forms of participation that shape how these transformations are designed and governed.
